In April 2012, the Pennsylvania Department of Education announced that the Bradford Area School District was one of fewer than 50 school districts in the state awarded a Keystones to Opportunity (KtO) grant to improve literacy. Over 670,000 dollars was awarded for the first year of the planned 5-year funding stream that requires no local match. The funding will be used to improve literacy from birth through grade 12. The Bradford Area School District is partnering with Bradford YMCA, Beacon Light Behavioral Health Systems, and Seneca Highlands Intermediate Unit Nine.


The students in Pennsylvania from birth through Grade 12 will become well-educated citizens with a command of literacy that prepares them for the challenges of the 21st Century and enables them to achieve their personal and professional goals.


The Pennsylvania Comprehensive Literacy Plan (PaCLP) will provide guidance to stakeholders about their roles in developing an integrated, aligned, and comprehensive set of literacy experiences for students.  The plan will identify and describe (1) essential evidence-based notion about the content of literacy (birth-Grade 12) and (2) processes by which all stakeholders (e.g., parents, care-takers, educators, community members, etc.) involved in students' literacy learning can facilitate that learning in a coherent and consistent manner.
